The office smelt of stale coffee and gun oil, and jay Conner sat at his desk, scanning over case file after case file. Man, did they want him to work for his supper. Countless open cases, lack of leads and a general sense of disorganized chaos had jay rubbing his temples and feeling an oncoming migraine.
His usually smart appearance was a little more dishevelled that afternoon, his crisp white shirt looked out of place next to the pulled down tie and open collar. Dead fey, dumped bodies, a possible crime centre spilling out across the streets of Chicago. What the hell had he signed up for? He was about, to ask allot from his team, a team he hardly knew and they did not know him. He rubbed his eyes and looked up and the clock, he had sent a message out to each detective, calling them in to see him. They had work to do.

Tak received the message from Jay. This was the time to set things in order. He grabbed his working M.O. of The Butcher and went to his office.
He knocked on the door and walked in. The irony in this situation was the boss was really interviewing for the job he already had, he didn't know it of course. This moment the wheels started to turn.
"Hey boss I brought the working file I have on The Butcher, and my notes from homicide. I will be willing to do a breifing for the department if you need me to. I'll back your play. Wait I'm sorry I'm getting a bit ahead of myself, I do apologive because this has been on my mind many a night now."

Tak entered and Jay brought his eyes up to meet his, "Seriously, I am open to everyones views, thoughts and opinions. I may be your boss, but i am the new guy. I am trusting that you guys know more than me right now. I have gone through the files i have here, after finally understanding the messed up filing system here." Jay closed one of the brown files and stretched back in his chair, gesturing to Tak to take a seat.
"Tell me everything you know about UnSub. We wont be calling him the butcher, until he is caught, he is known as the UnSub, you hear? naming a murder only feeds their self riotousness. remind me i need to speak with the press on that..please...continue."

Max Logan aka The Butcher
Male, Caucasian, apparent age early 50's
Targets:
So far Max Logan prefers professional Caucasian, and Asian women in their late 20's to early thirties. Max Logan always gains entry to the victims home unforced, suspected entry by gunpoint. Victims always live alone which leads the force to believe that all targets are scouted. Besides the victims professions there is no link to the area's they live. Geographics range from Suburbs to Ghetto. So there is not territory that is off limits.
M.O:
The Butcher loves the chase. The Butcher always leaves some clues behind just enough to keep up with his next move. Despite the obvious the butcher does not have a superiority complex. There is a thrill having the possibility of getting caught. Will eventually start to leave stronger clues to increase the thrill. Will also increase the frequency of murders. Likely meets women at a lounge or club of some sort have not found a pattern. The Butcher has connections to the Mob.
"I'm sure you've read the file Sir. I have been on this guy for 9 years and his elusiveness is supernatural. I don't know exactly what I'm dealing with. I just know it's not human. I didn't have the appropriate resources to capture this guy. Now I do, and if you want I can lead this investigation and put this A@@hole down for good."

Jay took the file and scanned over it, this UNSUB, Max Logan, connections to the underground crime ring, was not uncommon in these types of crimes. He paused, rubbing the back of his neck as he did so,
“How did we determine, How did you determine that it is Max Logan?” Jay was interested in how this UNSUB was able to be named and yet no arrest had been made, “
Jay closed the file and placed it ontop of the other twenty, “Have, pathology ever picked up any DNA from the crime scenes. Has this Logan character made any attempt to contact the press. More often than not, when dealing with a serial killer, they like to gloat in their artwork, so to speak. You state he has connection to the mob, get me evidence, photo’s, a witness, and I can get the funding to bring in the big guns to tap and monitor their actions. So far, this file, all i can do is give you our resources to continue.”

"How do we know his name is Max Logan, simple he told us. Our case boss is not a lack of evidence, we have all the evidence we need for a conviction. Only problem is CPD could not catch him. I know this whole department was curious why I came here. I did not have the resources to catch him. Humans cannot bring this guy in, plain and simple. I came here to bring this guy to justice."
There was nothing else that could be said. Was this department able to do what CPD couldn't? Would this be passed on to FBI? Lot of questions needed to be answered.

Jay leaned back in his chair and folded his arms across his chest, "I need the detailed case files of each piece of evidence, when did he make himself known? How was the evidence pointed to him? It's all fair that you come in here, but, I am flying blind here, How did he come to tell you who he was, how has the evidence pointed to him. You see I ask, because there are rules, lines, we must follow, why? because, if, and when we get a murder, or a criminal and stand them in a court, if any small amount of our work, at any point was found not to follow the rules, not to cross our T's and dot our I's then the case is thrown out."
"I have seen too many criminals walk free from police error. I will, do all I can, to assist this case. But, I am not putting my men, on the line, for a hero;s quest, and from my point of view, I understand you have put allot of work into this case, but, Your attatchment to this case, your...desire, blood sweat and tears, could be taken as perverting the course of justice. Dont assume i know everything. I need the cold hard facts. What evidence is there, when and how did you come to know it was he, and, I need to know every ounce of detailing why he could not be caught."

"OK here we go. Let me start by saying that what we have here is a big ball of circumstantial evidence. I came to know unsub because he left a body for me to find. When I started to investigate further. I found more bodies. Every body I found he left a clue. One time it was a fingerprint. another time it was his dna signature that couldn't be identified. One time I saw him leaving the crime scene and ran after him, as I was finally closing in on him with my partner, he turned shot my partner and disappeared. He left behind a business card with his name on it. We investigated and traced the name back through the mob. How because properties that were owned by Max Logan in the city were sold by a realty company that had mob connections.
We started following The Bravotierlmo Crime Family. I figured we start at the top so I tailed Giovanni Bravotierlmo. Couldn't get to close the guy is well protected. We got some taps and he always called for The Butcher to make a hit. We broke the code and we busted in on the butcher about to slice his target's throat. There he was Max Logan. I know he's the butcher because
A. The bodies that were left for me were sliced in a very specific way.
B. All Giovanni's targets found dead were sliced in the same manner.
Sir we have surveillance, wire taps, blood, psyche profiles etc.... We bring this bastard in he's toast. I'll say this again we have everything we need for a conviction. Catching him is the problem.

Jay brought his hand to his temped and rubbed each one, finger and thumb. Why was this character so difficult to catch. Jay took a deep breath in, his brow wrinkling into a frown as he brought his hands together and began to click him knuckles. Jay had over twenty case files before him, all with few leads, or simply had run their course with little or no evidence. And here was a file, which, on the surface, seemed sound. But, why had they taken so long to catch the guy. Jay’s main concern, was of course, the safety of RPIT, they, while recently having gained more finances, were still an understaffed, under paid unit.
“You think he is not human?” jay said, his questioning if anything to make sure he had all the facts stapled to memory. “I honestly can not allow RPIT to get involved unless we have the solid ground work to make this a preternatural case. Get me the evidence to 100% confirm that he is, in any way, preternatural. And I will put forward the paper work to get a court order of execution. If he is, I can say, I feel, arrest, is out of the window.”

"That is all I wanted to hear. Crazy thing is he is so good at escaping that its hard to get any evidence on him until the crime is done. What I can give you is CPD officer testimonies about how fast he moves, and then vanishes into thin air. If you want I can get on this guys ass again. video tape the chase and you tell me if he's human. Maybe this guy has gotten to me Sir. I do know this UnSub will give us a fresh lead, I can guarantee it. Let me get you the solid proof you need then."
Jay was careful. Maybe he is a good leader. Maybe not. We shall see soon.
